Applications for mortgage refinance loans jumped 14% for the week after long-term mortgage interest rates fell for the first time in three weeks. Refinance requests were also up 133% over this time last year. The average rate on a 30-year fixed-rate mortgage dropped to 3.99% from 4.02% the week before and even that small dip gave homeowners enough incentive to refinance. Home purchase loan applications increased just 1% on a weekly basis but were up 10% from a year ago.
